NHS England launches new performance framework

NHS England yesterday launched a new way to measure, rank, and support the performance of NHS trusts across the country.

NHS England yesterday launched a new way to measure, rank and support the performance of NHS trusts across the country.

The NHS Oversight Framework (NOF) shares information about how trusts like ours are performing in key areas such as quality of care, safety, access and efficiency. Trust ratings are publicly available through an online performance dashboard.

Trusts are placed in segments which influence how highly they can rank. Our Trust has been placed in segment 3 (out of 4). This is because any organisation considered to have a financial deficit cannot be allocated to a segment higher than 3. This means that trusts like ours, with high scores across other areas—such as access to services, effectiveness and experience of care, and people and workforce—can still only rank alongside other segment 3 trusts.

This segmentation places us 28th in the national table of acute trusts, despite achieving an overall score which would have placed us 8th nationally if our financial situation had not determined our segment 3 status.

By domain (1=high, 4=low) our Trust is scored as follows:

  • Access to services: 1
  • Effectiveness and experience of care: 1
  • Patient safety: 2
  • People and workforce: 1
  • Finance and productivity: 1

All Trusts’ segmentation is reviewed quarterly, and we are working to improve our financial performance ahead of the next review.
